Anyone can now upload custom emojis. Have fun, and if you abuse this privilege we will revoke it again.

@grumpy It's just the emojis section of the admin FE. And it's not a separate frontend like pleroma has.
You will find the emoji settings under Settings → Administration → Custom emoji
